Secretary, Department of Budget and Management
Prior to his appointment to the Department of Budget and Management,
Secretary Andaya was a three-term congressman representing the
first district of Camarines Sur.
In Congress, Secretary Andaya was chair of the committee on appropriations,
and was a member of the committees on Civil Service, Ethics and
Privileges, Legislative Franchises, People's Participation, Trade
and Industry, and Transport and Communications.
Secretary Andaya was also connected with the Securities and Exchange
Commission as Corporate Law Judge
Secretary Andaya graduated with a degree in BS Business and Economics,
major in Legal Management from the De La Salle University, and
took up Bachelor of Laws at the Ateneo De Manila University.
