Secretary, Department of Trade and Industry
Secretary Favila has over three decades of experience in the
management of financial institutions covering investment and merchant
banking, treasury and trading, credit, operations, human resources,
and general management. He was instrumental in the development
and implementation of various policies in both the private and
public sectors. Furthermore, he was a direct participant in high-level
negotiations involving various foreign governments and institutions.
Prior to joining DTI, Secretary Favila served as presidential
adviser on infrastructure finance and economic adviser to the
Speaker of the House of Representatives. He was also chairperson
of the Philippine Stock Exchange as well as the Securities Clearing
Corporation of the Philippines. He is currently a member of the
Advisory Council of the Asian Bankers Association and the Board
of Advisors of the Asian Institute of Management Policy Forum.
His other professional affiliations include senior vice president
of the Metropolitan Bank and Trust Co., before serving as president
of other local banks including Security Bank, Allied Bank, and
Philippine National Bank. He also held directorships in numerous
companies and institutions, among them ASEAN Philippines, Philippine
Depository & Trust (?) Corporation, Fertilizer and Pesticide
Authority Philippines, International Trading Corporation, Philippine
Associated Smelting and Refinery Corporation, and National Steel
Corporation.
Secretary Favila holds a Bachelor of Science degree in commerce,
major in banking and finance from the University of Santo Tomas.
He also completed an advanced management program at the Wharton
School of the University of Pennsylvania.
